Rage broken or rare?

There is a talent called Rage, and I am wondering if it's broken for anyone else. I get around 5 kills per game and ive played atleast 20 games and not once have I got the affect. and I have the level at IV (4)

I want to ask anyone if it's working for you so i can report a bug or not

I used to use Rage as well, and personally, i think it is an unfair advantage.
Unlike the other talents, i believe rage is too op.
My opinion anyway.
