Cannot fly in Mine

At /warp lvl111 when I go inside the mine I cannot fly, I do not have the /fly command, but usually in mines I am allowed to fly in them but for some reason at lvl111 I cannot fly please send help
Bug reports don't work for me for some reason so I'm reporting the issue here

I believe it's a bug, which you should report, which has prevented the player from flying in specific mines. Although continue ranking up and you will be able to fly in the higher ranks.

Some mines are bugged and you can't fly in them.
