Is there not enough evidence?

Here is a recording of the X-ray hacker called "Shizvne" and when I report it, it is deemed as not enough evidence. How can I show you more info on the player when the player only uses X-ray?

He is cheating and it is obvious, just ovq being ovq. Im not trying to be toxic or salty but ovq sometimes refuses to punish.
