No.
First of all this was not a scam. The host did not purposefully not give your prize they're just unable to.
Even in the case of a scam, even if the scammer gets banned, you will NEVER get your money back, even if the scammer appeals and returns.
Scamming is free money if you have a lot of alts and a lot of time and you can just appeal and get to keep the money. This is one of the rules I think are flawed. Anyway this is going in a tangent, so tl;dr you will never ever get your money back.

Hope this is solved lol, I request a staff to lock this thread.
