Here is the YouTube rank requirements.​

• ★ You must have 1500 or more subscribers;
• ★ Active channel; (at least 1 or 2 videos a week)
• ★ No fake viewers and/or subscriebers;
• ★ JartexNetwork's IP must be in clear evidence in both videos and channel;
• ★ At least one video on the server already published;
• ★ Keep an average of 200 views per video;
• ★ You must have a clear understanding of the rules and how to uphold them;
• ★ Dedication and professionalism when the occasion calls for it.

Yes you would be denied, you need to meet all the requirements

Not always, exceptions can be applied, but quite rare. It depends on the content you make, for example if we believe that you make high quality content with original ideas. Typically we'll give you a shot and help you grow as a content creator. For e.g BeLikeMike_ did not meet the requirements before joining our team and he has reached 1000 subscribers. He made quite good content, it was more community engagement which we loved.
