Bronze dust is a boss drop Which you can get by killing bosses in boss world You can only get it by killing bronze bosses Like
1.Sea monster
2. ICE dragon
3.Goblin
4.Bear

Yes, you need to have 16bronze dust in your inventory and click on the level it will automatically take the dust and level you up.
