Question.
Does Vein-Miner count towards raw blocks?

Solution.
No it doesn't.

Reason.
It breaks blocks by itself, thus it's not really considered as raw, anything/any enchant that mines blocks for you, the blocks aren't considered Raw.
Raw blocks refer to the amount YOU break, Not any enchantment so any enchant that breaks automatically, the blocks won't be counted as "Raw Blocks"
