After the rollback, around at the end of July, was the tokengreed enchantment nerfed? And if so, why?

No updates/news/reports about it. I think no, they will probably do all of the updates on the reset. I'm not so sure, you can try contaciting admins+ or devs for reliable information.

All the changes, bug fixes, updates regarding a particular gamemode will be listed in the Changelog. You can refer it to see if anything has taken place regarding each server. I have checked the changelog for Prison and there hasn't been any mentioning about nerfing an enchant so I presume no,
