Yes, but it is like the EASIEST thing ever to make, especcially if they have a staff chat, just listen to the command /report [player] [reason] and send it into staff chat like this: (STAFFCHATPREFIX)REPORT: [player] has been reported for [reason]

First of all, you should atleast appreciate them because they're doing stuff to help the community. Plus, that isn't a reason to hate on them whether the command is easy or not. So please be patient. =)
