PILLAGER NOT SPAWNING

So I Play In survival And I Have a pillager outpost I made a omnious bottle farm there but pillager captain are spawning so less Like I am getting only 2-4 bottle in 1 hr it's sick really sick can someone give me soln I have already flattened nearby area I also placed torches in nearby caves suggest something or it's server problem

Maybe it's the torches. Have you placed it around the outpost? Villagers may only spawn at a certain level

Yes I have placed torch inside pillager outpost not around it bcz they spawn in dark

Don't place inside - they spawn inside outpost

The nearby surrounding must be dark for them to spawn, so I suggest remove all the torches

it maybe a server issue as the server already has so many chunks loaded at same time + the mobs around can make the server crash as well
