/mute command

Instead of disallowing players to say 2 similar messages in a row, and have 3 seconds delay between messages, wouldn't it be better if anyone can freely chat, but /MUTE anyone for themselves.

Also please disable auto messages telling people to vote. I vote anyway but it's annoying and fills chat for no reason.
