It's a rare reward(like ursine hide(bear) & dragon eye(ice drag)) for killing goblin boss in bronze zone in bossworld

Like InFamous656 said above it's rare drop from goblin boss in bronze zone of bossworld.
Note that you must be in Top 10 damagers to be able to get the reward, and as it's a rare drop it will randomly given, so not always you will get it everytime.

About goblin, it has a pretty long time for it to spawn, so make sure to pay attention to the chat when it spawns as there will be a notification in the chat ( -> Goblin has spawned ).

The uses of lucky coin is to level up. By doing /level , you can determine what requirement/s you need in order for you to level up.
You can also sell Lucky coins for a high price because it's on high demand.

For mobcoins, you can do /transfer (Basically a mobcoin shop). there you will be seeing items that can be bought with mobcoins.
You can also sell mobcoins in various island shops.
