I dont know who said through level but idk if we can get it through level, I know that you can get it in the Gear Crate which costs 300 Gold or if ur f2p 600 Iron (Jartex Currency). You can get that key too if ur lucky opening vote chest and get the ultra crate key and opening that too and get the gear crate (if ur lucky)

You can only get these Looting X and Eff X items by passing levels. You can't get them any other way. I bought and sold these too.
