I dont know who said through level but idk if we can get it through level, I know that you can get it in the Gear Crate which costs 300 Gold or if ur f2p 600 Iron (Jartex Currency). You can get that key too if ur lucky opening vote chest and get the ultra crate key and opening that too and get the gear crate (if ur lucky)
