BedWars Is the Rubberband system broken?

is it just me or it's it happening to someone else that when you fireball someone they get rubberband in place and they can't move or hit anyone (Happen to me a lot) I use 1.8.9
bug?

Never happened to me i also play 1.8.9 (vanilla) and never experienced it its the first time me hearing it but if i do get it ill tell you
