you can just find the cosmetic in the cosmetics list when checking all your ingame cosmetics to see rarity
as for knowing which brain washer has the best chance, i dont know the exact values, but ive always just bought bronze and silver brain washers

brain washer is random so basically you get best items from 10 brains too
