When there are 0 players in a lobby, Jartex adds some bots in that lobby because sometimes a glitch shows up in which u can't join that specific lobby. So that's the main reason I guess and what is also meant by " MAKING " lobby active.

I everytime find 9-12 bots in lobby when I join.

And about 4am you can still see bots because different regions have different time zones. Like when is 6 am for us in India its 12 am for you guys.

Yes, to the best of my knowledge, Jartex utilized bots to ensure the server remains online 24/7

Yes I totally agree. I myself have seen this bots not moving staying still like NPC's forever but I am not sure about the paid bots.
