There is no specific date, but its usually 1-2 months after the final F-top payout.
There are updates on when it resets below.

Recently, yes, but I doubt it will reset in a week with the new faction gamemode. Also

Faction reset depends on many factors as well as other gamemodes. it depends firstly on the final results date, then owners will decide when the faction should be reset exactly at the perfect time which can be finishing some updates or fixing some bugs or something else we don't know about it. the only thing we can tell is that it will reset after F-Top within 2 weeks (like prison) to months maybe.
