Can't combine book enchants?

So I finally got myself another inq 3 book (my sword has inq3).
It was a 67% success chance so I YOLOed it. The item LOVED the book and accepted it, but I still only have inq3.
Is this a bug, or should have I just known that book enchants don't work like that?

It’s a little too late now.
the only reason I did it the way I did, was because my sword is protected. If I need to make a new sword anyways, what’s the point of protecting it?

U cant combine books but if u apply on sword for ex u cant combine

how add a book which has sharpness 5 on it to a sword which has inq 5 on it
