♣ There is a plugin that keeps multiple items stacked as 1 item, but in reality it's more than 1 item.
♣ Make sure that you are breeding villagers at daytime
♣ While you drop food in front of them, make sure to drop one at a time because if you drop multiple items, they will get stacked, but the villager will think that you have given him only 1 carrot.

Make villagers breed during the day by giving them carrots. When you feed them, drop one carrot at a time. If you drop multiple items, they'll stack, and the villager might only recognize it as one carrot.
