Wither won't Spawn

I did my typical preparations in the nether for the wither went to spawn it it didn't spawn. So i went to overworld and did same setup there still didn't spawn. I even looked it up to make sure they didn't change anything, which they didn't. Is there a reason for it not spawning?

Pretty sure it is intentional
Or people would just spam spawn them and ruin the entire server

Pretty sure it is a intended feature,or else it would just destroy unprotected bases.
