Why cant people i invite place blocks

So on my island when I invite someone to do a job for me like if I pay them to place dirt they can't place anything but they can access chests and all but they can't place blocks any reason for this? I have enabled it in permissions as well

if you invite them in your island then you should fix the problem in settings using /is but if you invite them with tpa then i think you need to coop them

do /is invite username or just invite them and coop them and manage the coop settings and enable place or break blocks
