I'm pretty sure the server is hosted in the France? i might be wrong, but anyways, you aren't allowed to use a VPN, unless u make a appeal for it.

I don't think VPNs give an advantage on internet speed, It remains same speed as your plan, while blocking your main IP. VPNs are just for Privacy.
