Mysteryman is only accessible on weekends, on working days its GUI wont even open and will say "he is not interested"
And as you said it restocks every two hours.
However when it comes to changing the items i.e. adding new items, it is done everytime server restarts/reboots.

But you may have made this post cause of the current mystery man bug where it is just not selling anything
Pretty sure it is already reported but you can report it yourself over at https://jartexnetwork.com/bug-reports/ if you have encountered it.

In addition to what kaivalya said (the bug where no items show up, see above post), mysteryman sometimes doesn't restock immediately when his timer hits 0, and instead overflows into counting up on the timer (eg: timer hits 0, items don't restock, timer starts counting up to 1 second, 2 seconds... etc.).

When this happens, the mysteryman usually takes 5-15 minutes to restock. If the mysteryman does not restock in exactly 5 minutes, wait until he restocks again after 15 minutes have passed.
