Trading V-keys between different game-modes

I usually don't play Kitpvp much but when I do I usually destroy unranked as I have immortal kits
So, when I play I usually vote everytime
So 1 day I found a guy who was saying "Trading v-keys of factions for kitpvp v-keys"
So I was like is this allowed or not
And what if you get scammed
So, my real question is
1. Is this allowed?
2. What will happen if you get scammed?
3. Will you get the keys back if you get scammed?
4. Will staff help them or is it out of rules?
5. If this is not allowed shouldn't we punish them??

Trading keys between gamemodes is allowed and if you get scammed, it's on you. However, having a middleman is always a good idea while trading

Note:
Scamming is allowed in Prison and Factions.

-Always do the first trade in other gamemodes and second trade in either of these gamemodes. (Example: KitPvP -> Prison, first trade keys in KitPvP then prison)

-This is because if the first trade is done in either of the above gamemodes then even if they scam they won't be punished.
-If the first trade in done in gamemodes other than those mentioned above then scamming would be punishable.
-If there is Trade Prison -> Factions/Factions -> Prison then scamming is completely allowed!

Agreed, but it's better if the middleman a staff member. Since they are more trustworthy.
