These horrible ads are bull crap and annoying

For goodness sake I really hope they fix this by using some methods:

1. Antibot filter reCAPTCHA
Just like when you vote the server, you must do the reCAPTCHA to proof that you are not a bot. Add this when you are posting a thread.

2. Email-Linked
Accounts created must be linked with an email and confirmed via the email check box. If not, the accounts will not be able to post threads.

3. Detect IP Address
1 Ip address could only have 1 account. (totally not works)

4. Device Ban
Idk if its possible but it's the most useful thing to ban these people

There is nothing we can do about them, it's different people on different accounts on different IPs. They are linked to an email and having to put a captcha will just get annoying.

I will agree with m_jor.
Also about the device banned you suggested its simply not possible.
You can't find someone's device IP only the router IP which they are connected with.
At least when they get banned they are losing the progress they made with hacks/breaking the rules.
Of course, this doesn't have a big impact/deference but its the best thing you can do.
