Autism is considered a disability, heres this image. Doesn't really prove anything however its taken from an actual site that knows what they are doing.
When it says "swearing with", it means using it in a negative way.
Examples: "I hope you get autism", "this is cancer" and such.
This is a non punishable example: "Someone has found a cure for cancer".
Basically, using it as a negative way will result into a punishment.

It also depends on the context, that non punishable example can become punishable if used negatively.

I can fully understand why staff punish for it when it's used negatively. But right now, you get punished no matter what.
