Hello ,
So, I recently learned that a premium minecraft account with my username already exists, which is quite unfortunate since I am level 59 on my main and have bought a rank on it, even though it is only iron.
I would like to know is there any way to possibly transfer all stats b/w 1 account to another, and if so is it free or paid.

Well there is no way you can transfer stats. You can only transfer ranks through store.
