actually flying does work after relogging a couple times but high prestige price is still a problem so please look into this

It's not that hard you should mine and sell some items you have in order to earn money.

you have to keep grinding to get money. do vote and open vote keys, sell golden apples, sell kits and keys. Sell your tokens crystals and beacons

Its really not that hard to get that much money in prison
its just like few minutes of grind even for player ranks

That being said these are all very intended and calculated features/gameplay mechanics added by developers

About flying in mines, everyone can fly in any of the mines so try rejoining or rewarping
