Ruined dust and how to get enternal enchant

Hey uhm i have questions to ask today any answers i would listen/read. There is 2 questions i want to ask

Ruined dust:
So about ruined dust can i tinkerer it or ruined dust is just usless? Bcs in one server i used to play in u throw dust into well to get exp.
Is it same here?... or it has no use?

Enternal Enchants:
So i need to know how to get enternal enchants since it got op enchants, but i didnt know how it says boss world, am confused, when i ask other players they just ignore.
So pls tell me how to get it.

I think ruined dust is completely useless ya coz its failed

You need level 50 for Enternal Enchants

Level 50 for enternal ench, ruined dust is just /tinkerer
and u can use it too boost ench
