Depends on the culture, some take pride in the phrase (music, etc.) while others get offended. Call someone "muscles" and they'll either preen that you acknowledge their grind, or get offended that you're calling them brainless. Call someone a "hillbilly" and they'll probably throw you off a hill. Call someone "creole" and they'll either casser les oreilles or not have any idea what you meant, since afaik the general public hasn't made that word offensive yet.

That said, if offended you can just backtrack and say you meant if they were South/Central American. It's technically "neutral" there, another way of calling someone "Spanish Black", and an unexpected conversation starter.
