Question about Vampire Kit.

Does vampire kit have a 20% chance to heal you by hitting enemies or does it have a 20% chance to "drain" the enemy's health as in do extra damage to them? or does it heal you AND deal extra damage to your enemies whenever you're healed?
and is the 20% chance ability a passive one or does it have to be activated by "Vampire boost"?

oo nice also what perks do u get from enchanter , if its good i think ill buy it (and yes 25 char limit is poo poo xD)
