If you just bought it like 1min ago and it's still locked you need to wait until they announce it in chat that you donated, but if it's already announced and you still didn't get it you can make a Payment Issue here - https://jartexnetwork.com/forums/payment-issues.86/.

I'm sorry to say but no one sells Perm Potions gkit voucher in /ah let alone for 10k ig you bought the 5% chance one and gives you 1 rare if you didn't get the gkit voucher

It seems like you may be confused with what you bought on the server. As ShirakamiKazuo rightly says, GKits wouldn't be sold for such a low price

After claiming the GKIT you should restart your game, then you should have it.
I'm pretty sure you opened a GKIT Potions Container, I saw it on /ah for 11111$ a couple days ago.
If you bought the GKIT from the store, submit payment issue here.
