problem making zombie villagers

I have a village breeder that seems to be functioning well. However, when I try and infect the villager with a zombie the zombie just kills the villager! how do I do this?

The difficulty must not be set on hard, on easy, there is a 0% chance of villages becoming zombie villagers. 50% for normal difficulty, and 100% chance of turning a villager into its zombie counterpart.
