I don't know why your ocelot spawner isn't working. It should work. Maybe you can try changing the place where you placed it. Place it somewhere else on the island. And if it still doesnt work, you can report it as a bug; also, if your trying to do your lvl, you can go /is v Superepic97 or /is v Boomette97 as they have a good grinder for all the mobs and you might find an ocelot spawner there.

You need to change their places up to the island if it didn't work, just report this to Bug Report. Have A great time.

Place glowstone under the spawners! If that doesn't work place grass_blocks one block higher than the spawners.
