hello. i just bought blackhat rank and i dont have criminal and thug permission. i think its a glitch

Are you talking about kits? If so, then you are only allowed to have kits based on what rank you have. For example, you won't be able to have kit for Criminal if you have a higher rank than that. If this isn't about kits, then I am pretty sure the blackhat rank should have its own perks as well as all of the perks that other ranks have that are below blackhat. If this does not help you and you think it's a bug, then make sure to create one by following the instructions below this message.​

Patience is essential in this situation because we don't have a set period for when they will be handled and paced. You can also get in touch with a staff member if you wish to report problems that could give you an unfair edge or simply ruin your gaming experience. They will notify you and the developers after you send the bug evidence to them if it is in the process of being patched or has already been patched. Both work, but telling a staff member about the bug right away might help it get patched soon.
