When i go to plant a lollipop seed he said me i don't have the recipe.What i have to do

You need to get the recipe by grinding the corresponding minions on the boss world. There is a very small chance they will drop the recipe.

As stated by jackryan you need to grind in the boss world for a chance to get the recipe.
