Level 1 quest still locked (im at level 40)

We cant unlocked lvl 1 quest, we also cant interact to Farmer John at spawn.....how this possible?

please click on the NPC on ur island it will give u lvl 1 quest

Ok, it is clearly not there... I think my level is now 41 and itz too high.
