Is it just me or Brain Drop chances are broken?

I have "Brain Drop Chance" maxed out at 85%, and I've been watching my past 20 matches that I've played, and from what I observed from my results, I've been only getting around 25 - 30% chances of getting brains form my kills, not even close to 85%... is anyone having similar problems?

You click the coin you have when you enter a minigame and there is an option to upgrade them i believe if i am not mistaken its an axe
