I opened an another account and use my times to upgrade my new account, so why some1 say cannot and report me? I jus play for 2-3 months, a lot of rule I don't know, so I wanna know is there I can't play another new account? I don't use any system or hacking, all with my hand and time, se why it will be reported?

U can easily use both the acc until ur one of the acc is banned. If u use the other acc that time then it will be ban evading and both ur acc will be banned.

you can use 2 accs as long as you do not link both of your accounts together. such as inviting it to the same island as your main, sharing items etc
