The name itself on namemc isn't taken. That means that there should be no skin equipped on the current user.
It might be your texture pack that doesn't display the steve/alex skins (has happened to me).

It isn't a cheat or a glitch. The player is using an invisibility skin. I think that's allowed as you can still see their armor.

yeah... but what about gamemodes without permanent armour
