ingame tips arent popping up

when me or someone else [item] in chat, i dont get to see what its hidden details r , i have advanced item info turned on but still cant see anything i put my coursor on in chat
im not sure if this is jartex network command or texture pack or if i accidently used a hotkey no one knows about but please help me if can. its really annoying when someone shows u something in chat and u cant even look at it.
on the note of texture pack the custom crops show up fine and i can see the special stats in my inventory or in trade just not in chat

I attempted this. I tried versions from 1.12 up to present. Is it possible to reset default all of ur games config files?
