Hmm i dont know if you can't type in sign, or if it's a bug them post the buf here - https://jartexnetwork.com/forums/bugreport/
You can put the same video in bug report and tell what is the bug in - Bug Report

my friend can do that in my cell but I can't

Hello GodGamerX1,

You need to place the sign connected to the chest, or if you're not the owner of the cell you need to ask for permission from the cell owner to make you eligible to make a shop sign.

If that didn't work, try restarting you Minecraft and try it again.

If that still didn't work as said above you can make a bug report.

Idk if it's a bug but prolly it's not on the server side because I can do it.
