The bill proves that you bough the keys. But The full GodFather armor Isn't a vaild proof anyone can get that.

If you have a screenshot of getting the Rank then you can make a bug report. When ever you get a rank It will say In Chat that you got the rank.

That wasn't a Rank It was a kit voucher.

It was never a Rank Voucher to began with. It was a GodFather Kit Voucher Once you use it, It will give you GodFather armor.
