Dude you are not supposed to include ip to other mc servers
You could have just blurred them out

Anyway it just maybe that server was down or your ip has problem connecting to jartex which happens when you are trying to join from an area where jartex is banned

Its like how you can't watch "bitch lasagna" in YouTube India but from any other country

But it a very rare case, i suggest you try restarting router a few times and try logging again
