Solved Global i can't connect without a vpn why?

recently when i attempt to connect to server from my local ip (iran) , it will not receive anything , once i got connected to a vpn it will work but with a huge lag and ping , i entered my country censorship site and requested for removing any blocking causes , but i got " your target site is not blocked" , what can i do now?
besides when i want to connect with vpn ,on some vpn servers i get "LOGIN DENIED " massage from the server , so i have to change my ip and try agian and this will takes hours just to enter and play with a HUGE LAG and sometimes TIMED OUT message
i never got this problem before
please help me , this problem is my nerve
