This should go in the Off Topic section or in a different forum but if you need an answer,

Most people say the phrase "uwu" for the "aesthetics" and some kind of pleasure they get out of saying something that isn't really a word but to either seem like a person they are not like or as a way to bait people and get them mad.

The phrase "owo" came from just an improved version of "uwu".

So there is really no right or wrong for saying these phrases, it all comes down to your personal opinion.
