Gang Experience?

How are players supposed to get gang experience? From what I can see, quests and levels are both disabled as commands.

its disabled because there was a bug that made u abandon quests instantly with no cooldown which was apparently a bug, also the level rewards resetted everytime u left the game so its getting reworked rn (i think)
