ENCHANTS

I srsly need to know how to enchant .I have 40 lvls my island lvl is 7 when I do /island, but when I do /warp enchant it says you cant use it here when I click in the enchanting table.(edit) i found that you can get random enchants by doing /enchanter but hwo to get mending and like specific custom enchants

Make ur own Enchantment area to Enchant you cant use that. It just shows how many levels you need to be able to do enchantments.
To answer your 2nd question you cant get mending because it was release in 1.9 and the server version is 1.9.8
