Enable Permanent Rank Vouchers Even While Having Seasonal Ranks​

Suggestion Details:

For some reason, the permanent Rank vouchers are not able to be claimed if you have a seasonal rank with the same or higher tier. For example, I have a permanent warrior rank voucher that I want to claim, which I am unable to because I have already claimed a seasonal warrior before that and a seasonal gladiator after too, i was unable to claim while having either of those ranks. Not sure if this is a bug or a feature so I'll make a suggestion and a bug report as well.​

How could this idea help improve JartexNetwork?

Again, not sure if this is a feature since It's not mentioned anywhere and it really doesn't make much sense. I believe removing this would just improve the overall experience of players, and avoid disappointment of people that play a lot to get the rank, and then cant claim it since they claimed a seasonal one beforehand.​
